This review of the policy and legislation provided a useful context for understanding the Diversity Review which was in response to the Rural White Paper (2000) commitment by Defra:
The review was carried out as part of the research into the awareness held by outdoor access providers of the needs of people from under-represented groups. It provided a framework for both that and sister research into the needs and perceptions of under-represented people.
