BIODIVERSITY METRIC 3.1
The Biodiversity Metric 3.1 is an update to the previously published Biodiversity Metric 3.0. Biodiversity metric 3.1 was published in April 2022.
Biodiversity Metric 3.1 is a biodiversity accounting tool that can be used for the purposes of calculating biodiversity net gain. Biodiversity Metric 3.1 is published with the following information:

Biodiversity Metric 3.1 can be used or specified by any development project, consenting body or landowner that needs to calculate biodiversity losses and gains for terrestrial and/or intertidal habitats.
Biodiversity Metric 3.1 has been extensively tested. Natural England will be recommending to the Secretary of State that the Biodiversity Metric 3.1 forms the basis of the statutory biodiversity metric used to underpin future mandatory biodiversity net gain as set out in the Environment Act 2021. We are expecting a consultation by Government about this during 2022.
Natural England continues to welcome technical feedback on this updated metric 3.1. We have sought to answer the most common questions asked in the Frequently Asked Questions document published alongside metric 3.1. The metric includes both intertidal and terrestrial habitats. Work is underway to develop an approach to marine net gain for English waters. Defra is currently working towards a consultation on the principles for marine net gain. We will update the metric to allow for a better integration of intertidal and sub-tidal habitats as marine net gain evolves.
Users of the previous Biodiversity Metric 3.0 should continue to use that metric (unless requested to do otherwise by their client or consenting body) for the duration of the project it is being used for as they may find that certain biodiversity unit values metric 3.1 generates will differ from those generated by Biodiversity Metric 3.0. UPDATE 02/08/2022 – Ahead of the commencement of mandatory biodiversity net gain the Secretary of State is now running a technical consultation on Biodiversity Metric 3.1 and the Small Sites Metric (SSM). This is a requirement of the Environment Act 2021. The consultation runs for 8 weeks and closes on the 27th September 2022.

UPDATE 18/05/2022 – Errors in the results pages in the calculation tool, whereby the results were not showing correctly, has been fixed. – Wording within the grassland condition sheet in the technical guidance for low distinctiveness grasslands has been amended after a transcription error was highlighted by users. – The habitat condition assessment sheets have been amended to align with technical guidance. – References in the habitat condition assessment sheets have been updated.
UPDATE 28/04/2022: – The GIS import tool has been updated to fix an error pop-up message when enabling macro content and to ensure the import tool translates and inputs data into the correct onsite/offsite tabs in the main 3.1 metric calculation tool. – The Biodiversity Metric 3.1 has been updated to ensure that rows and columns are fully expanded as default. An issue with the ‘Headline Results’ tab not flagging trading violations has also been resolved.
UPDATE 22/04/2022: – Some users of earlier versions of excel encountered compatibility issues with Metric 3.1. This has now been fixed. So too has an issue with the look-up for condition N/A and the urban tree location in the trading summary.
