This 1995 discussion paper considers the issues around the concept of environmental sustainability with reference to Critical Natural Capital and Constant Natural Assets. Critical Natural Capital are those assets which are irreplaceable. Constant Natural assets are made up of environmental features which may be traded in issues of land use change, but the loss must be fully and directly compensated to give no overall loss.
